Sir, — Bicycles are becoming very common in this district, and a very easy mode of travelling they appear to be; but I think it is quite necessary that some rules are enforced, i.e., each i machine to have attached a perpetual and an alarm bell, which is the case at Home. It is dangerous to be riding or driving a horse and one or more of these rapid passengers to rush past you from behind before the driver is aware of tbeir approach, or come wheeling round a corner in like manner.
