REPORTED CAPTURE of PORT ARTHUR. | Per Press Association.! Shanghai, Nov. 8. The Japanese Press demand the cession of Formosa by China, and also , the expenses of the war. Other newspapers advise the Japanese Government to exact an indemity of £10,000,000 sterling, which shall be devoted to the establishment of a gold currency. It is stated that Li Hung Chang, foreseeing the capture of Port Arthur, ordered the warships to leave the harbour. Prince Kung prevented them doing so, and it is now believed that, owing to the Japanese investment, it will be nccessarj r for the Chiuese to abandon and destroy their own warships. November 10. Two American inventors of torpedoes have undertaken to destroy the Japanese squadron under Chinese promises of a large reward. Great Britain and other Powers are urging China to enter into negotiations with the Japanese Government to meet for a settlement of the trouble, the latter having intimated her willingness to consider any proposal. Russian naval officers have been instructed to join with the British in their endeavors to bring about a reconciliation. It is alleged that the officers of the Cl inese fleet, when outside Port Arthur, were ordered to attack the Japanese, but declined, dec'aring that the Chinese officials weie callous as to the fate of the Empire and that the people were equally indifferent. A war levy of 12s per head has been proclaimed in Hankow. Washington, Nov. 10 The American Minister in Pekin re« ports that Port Artnur has fallen.
