, .1 » - The first meeting of the above Council was held in then: office, Pohangina, on Saturday last. Present— Messrs H. Dicken, W. Vickery, E. Bell, A. A. Wagstaff, R. W. Brown, H. Fraser, C. Solby. This being the first meeting Mr Hayns, Returning officer, presided and read the result of the elections. Having done so he applied for nominations for chairman, when Mr Dicken was unanimously elected and took the chair. The minutes of the now defunct Pohangina Road Board were read and confirmed. Correspondence as read was dealt with in the resolutions. From A. Arbuckle, asking permission to fell roadline opposite, section, IV, Block XI, Pohangina. — Permission granted. The Engineer's report was read and dealt with. From A. Bosher stating tbat he had forfeited his right to section U, Block Vn, Umutoi. From H. Rutherford, asking the Council to make road leading to his sections passable for sheep.— Matter attended to. The Engineer's report, whioh was read and adopted, stated that among other work that plans and specifications had been prepared for work on tbe Apiti road, leading from Pohangina river through Messrs Hirst's farms to Mr McLauchlan*s property. The main road from boundary with Coal Creek riding to Apiti township required about 250 yds of metal, and the work should be put in v hand at once. The road from Apiti township to connect wfth metalled road near Mr Melton's property should be formed and metalled. Resolved, That the action of Mr Hi J. Hayns in discharging the various duties of the late Board from tbe 30th September to the present date be approved. Resolved, That Mr H. J. Hayns be appointed clerk, treasurer, engineer, and rate-collector to this County at a y salary of £250 per annum ; Mr Hayns to give the whole of his time to the business of the Council. After the motion had been declared carried, Mr Wagstaff explained that he was under the impression when the motion was being put that the appointment of the secretary was for two months at the rate of J8250 a-year, in accordance ■ with his and other members' opinions when the matter was being discussed. He was of opinion applications for the position should be advertised for. Mr Selby also expressed the same views. It was explained that the .intention of the resolution was the appointment should be for one year, and the matter dropped. Resolved, Tbat the Engineer be instructed to lay off that portion of Apiti main road fronting sections 2, 7, 8, Block VII, and to call for tenders for forming and metalling same; tenders to be in by next meeting of the Council. Resolved, That the Engineer be instructed to call tenders for carting about 450 yards metal on the main Apiti-Oroua Valley road. Resolved, That with regard to Bir! Buckman's complaint, re stumps on tbe Uppermost Cross-road, it be referred to the Engineer. ; - : Resolved, Tbat Messrs Buckman and McConnell be informed that they will be paid for bushfelling when the Council is in funds. Resolved, That tbe Manawatu Standard and Rangitikei advocate be the advertising mediums of tbe Pohangina County Council, at the rates charged the late Board. Resolved, That this Council adopt . "The Local Bodies Loans Act, 1886," and " The Government Loans to Local Bodies Act, 1886," and amendments thereof. Resolved, That Mr Pirani, member for Palmerston district, be asked to try and obtain cylinders from the Government as a grant to the Oroua Valley bridge, in addition to the subsidy already granted. Proposed by Cr Selby, seconded by Cr Brown, That the gravel reserve section 78, Block IX, containing 8 acres 1 rood 2 perches, be leased to Mr T. Sinclair for seven years at a rental of 8s per acre on usual conditions of lata Board. Resolved, That the Engineer _• instructed to call for tenders for metalling road from Hally's Hill to connect with metal leading to Pohangina township. Tenders to be in by next meeting of the Council. Resolved, Tbat the following alterations be made on the rate roll :— R. Woodley's name for section 35 in place of J. McKenxie's, and J. Ryan's in place of S. Clare for section 24, both suburban, Pohangina. Resolved, That the Engineer inform ■ Messrs Pierard and Hensen that this Council cannot reverse the decision of the late Board with reference to the broken jack. Resolved, That the gravel left by Anderson on tbe top of Ibe cutting bo left for the purpose of metalling. Anderson to allow fid per yard. Resolved, That Mr J. H. Hankins be appointed solicitor to the Council. Resolved, That the Secretary give notice that 10 per cent, will be added to all outstanding rates not paid bythe : 15th inst., this being the final notice. Resolved, That the Engineer be instructed to take the necessary steps to have road formed, 12 feet wide, from tbe Pohangina river to the Table Flat, Umutoi riding. Resolved, That the Secretary be instructed to obtain common seal for Couucil. Resolved, That tbe Colonial Bank of New Zealand be the Bank of the Council. Resolved, That the Council borrow from the Colonial Bank the sum of £1100 by way of an overdraft. Resolved, That any two members of the Council sign cheques and transact all business with the Bank in conjunction with the Treasurer, who must countersign cheques. Resolved, That the ordinary meetings of tbe Council be held on tho second Saturday in eaoh month, and that the Secretary attend at the office of the Council every Saturday from 10 a.m. till 3 p.m. Resolved, That Crs Dicken and Selby sign leases of gravel reserves and affix seal thereto. Names of lessees, Jas. Ryan and Richard Port. Resolved, That all cheques drawn by : the Pohangina Road Board be paid out of the County Council accounts. Resolved, That Messrs Vicary and Bell receive 80s each for every meeting of the Council that they attend. The other members of the Council to receive ■ 15s each. Accounts amounting to £483 16s were passed for payment and tyo Cpiiqcjl adjourned till December Bth.
