(Per Press Association .) London, November 1. The Daily News announced the death of the Czar, and advices from Berlin con« firm (lie statement that he is dead. A violent Nihilist proclamation has been issued iv Switzerland rejoicing at the Czar's serious illness, and declaring that his death would be well merited. It adds that his successors will have to frtce the inflexible will of revolution. St. Pktehsburo, November 1. The latest bulletin regarding the Czar has caused a great sensation, and the city is already in mourning. The crowds who crowd tho streets aro in tears, aud theatres have closed^
