Feilding Borough Council.
The regular monthly meeting of the above body was held at the Council Chambers last evening. Present — His Worship the Mayor (Mr W. Carthew), Crs. W. A. Sandilauds, E. Goodbehere, H. Worsfold, G. H. Saywell, G. W. Fowles, J. Gould, A. R, Allan. The minutes of the previous meeting wcro read and confirmed. Correspondence was read and dealt with as follows : — From H. Bastings, asking the Council to remove grass from water tables opposite his"p*omises. From A. Eade, asking permission to erect a verandah.-— Application approved of. From A. Grainger, warning the Council not to remove gravel from his property. From G. C. Hill, Town Clerk, asking for an increase of salary. From E. Martin, asking permission to erect a sign board. — Application ap« proved of. From J. H. Blackmore, poundkeeper, informing the Council that he had handed the sum of .£;"> to the Town Clerk being surplus of the proceeds of a pound sale. From J. C. Richardson, complaining that the assistant ranger impounded some people's cattle while he allowed others' to graze on the roads. From F. Flavall, Inspector of Nuis* auces, a report.— Adopted. From C. L. Maclean, asking tbat his name be placed on rate roll for sections 87 and 88, in place of Helen C. Maclean. —Application to be held over till next meeting as an election would take place within a month. From the Finance Committee, recommending that accounts amounting to £56 19s 8d be passed for payment. — Adopted. The Recreation Reserve Committee recommended that permission be given to the Feilding Football Club to fence in and plough a portion of the ground. Also, that permission be given to the Wesleyan Church to hold a picnic on the Oval on November 9th.— Report adopted. The Engineer reported that during the past month the men engaged by Council havo been chiefly employed on ordinary maintenance, planting willows in the Makino stream, repairing Manchester street bridge and North street footbridge. The wages expenditure for the month was £29 9s. He estimated the cost of forming and metalling Fergusson street from Derby street at j£so. The protective works between Manchester and Warwick streets cost 4-68 8s and above Beattie street 125 10s. The Chairman of the Public "Works Committee reported that he bad inter* viewed Mr Wrightson with reference to the encroachment of the Makiuo stream in Grey street, opposite his land. He proposed to grant a right of way over his land and to supply (free of charge) as many piles as may be required for protective work, provided the Council will undertake tho driving of same, to. gether with any other work in connection with tho same. The cost to tho Council would be about £8. Messrs H. Bastings, J. Cobbe, and C. Bray (senr.) waited on the Council as a deputation from the committee appointed to raise funds for the Fire Brigade, and were introduced by the Mayor. Mr Bastings acted as spokesman, and pointed out that this deputation was representing a committee appointed by the citizens of Feildiug. He was sure they all knew the present plant was insufficient to cope with a fire. They now asked the Council to sink three wells, the sites suggested being at the comer of Fergusson and Macarthur streets, at tho corner of Manchester and Bowen streets, and at the corner of Manchester and Grey streets. Even if a fire rate had to be struck in consequence, it was iinportaut that this work should be done, Most of the rates were raised from properties in the vicinity of the Square, and those persons were quite prepared to bear their share of tho cost. The people could not afford to insure up to the full value, and it was necessary to protect their property. The committee had canvassed the town for subscriptions, and had met with a liberal response. They now asked the Council to sink three wells, which would cost about £60. The deputation were informed the application would be discussed, and after thanking the Council they withdrew. Captain Eade, of the Fire Brigade] waited on the Counoili and was introduced by Cr Worsfold, who explained that the Brigade's plant was insufficient, and thoy wished the Council to give a grant in aid. There was no immediate necessity for the money, and the Brigade would be satisfied if the Council promised an annual grant. Captain Eade thought it was the duty of the Council to assist the Brigade, and he would like to see something placed on the esti. mates each year for tnat purpose. He asked that he should be allowed to employ men to work the engine in case of fire. Capt. Eade then withdrew. The Mayor reported that he had received testimonials from a Mr John Boy* lan, of Auckland, who evidently had heard that the Feiiding Borough ratepayers were thinking about a scheme to secure a water supply. He (the Mayor) had been making enquiries and was thinking out a scheme by which a good supply of pure water could be obtained. They would have to face the question, and he was endeavoring to get as much information as possible. With reference to Mr Grainger's complaint that metal was being removed from his property between Boattie and Denbigh streets, the Town Clerk reported that he had warned persons not to take metal from the place, but it was impossible to stop people from removing metal from the section in quettjon. He had been interviewed by Mr Graingey and explained tho position to tbat gentleman. Mr Goodbehere did not think the metal had been judiciously removed. Proposed by Cr Sandilands, seconded by Cr Goodbehere, Tbat the application of Mr Bastings for the services of tho roadman in clearing round his premise! be acceded to. — Carried. Proposed by Cr Sandilands, seconded . by Cr Goodbehero, Tbat the application of tho Town Clerk for an incroas.e of salary bo referred to, the Finance Committee to roport theroon.— -Carried. Resolved, That the assistant ranger be asked to explain the matter complained of by Mr Riohardsou. Proposod by Cr Goodbehere, seconded by Cr Worsfold, That the recommendation of the Publio Works Committeo re Grey street be agreed to, provided that Mr Wrightson gives the Council a title to the land required.— Carried. Resolved, That Cr Sandilauds and the Mayor be a committee to interview and make arrangements with the manager of the Bank of Australasia re overdraft. Tho quostion of a grant to the Fire Brigade was discussed. Cr Goodbehere thought the Brigade was a deserving body aud should be assisted by the Council. He "Was of opinion that all brigades should be controlled and supported by Borough Councils.' With referonco to tbp request to sink wells he thought it advisable to sink one well first and see what it would cost. He would suggest tbat a sum, say .I'yO, should be placed on the estimates for thp Brigade. ncr of Bowen and Manchester streets or such other position as the Brigade may think fit. -Carried. . A discussion arose as to repairing warwick street bridge. It was decided that plans be prepared and submitted to a special meeting, which will be called as soon as tho plans are completed. Cr Goodbehere enquired if the building bye-laws were carried out and was informed by the Mayor that they were. Resolved that the tender of T. Smith for 15 chains formation on Sherwill street (at £16 15s) be accepted. The Council then adjourned.
