The Horrors of a French Penal Settlement.

Reports have been received here of most inhuman cruelties alleged to have been practised on convicts in the French Penal Settlement in Cayenne, an island near the coast of French Guiana, South America. It is stated that warders placed prisoners on ant-hills after smearing them with molasses, and another charge is that live men wero chained to the bodies of those already dead.
