We coßsider the compromise effected by the Legislative Council and the House of Representatives, in connection with the Advances to Settlers Bill, a very sensible thing to do. The cheap money scheme, although faulty in nanny respects, has its good points, the chief of which are to be found in those clauses which wilt enable settlers on small farms held under leasehold tenure from the Crown to obtain advances on their improvements. Men with freeholds can al ways borrow on their land, but to a leaseholder hitherto that has been an impossibility. In its present mutilated form the Bill will hardly be workable and, therefore, next session an amending Act will have to be introduced to smooth away some of the difficulties created by crudo alterations made in the original drnft of the Bill whon in Committee. Fault has been found with the Legislative Council for not holding out to the bitter end, and clinging to their amendments, but their action has boen the result of the dictates of reason and common sense without sacrificing ono iota of their dignity, or of their privileges. The work of legislation must go on and it would be ridiculous for members of the Upper House to be ruled by obstinacy in place of recognising tho policy of working for the general good by mutual concessions.
