JTO THE EDITOR OF THE STAR. Sir, —ln reply to Ratepayer in yesterday's issue I may state if " Ratepayer " is afraid of being gaped at in the Council Chambers and would wish to study the Borough Balance-sheet in his quiet h6me the Town Clerk would be pleased to supply him, or any other ratepayer, with a printed copy free of charge. I think it is the exception, and not the rule, for Borough Councils to publish their balance-sheets, and I consider the Council are quite justified in the course they have adopted considering the present state of the finances of the Borough.
