(PBB PRKSS ASSOCIATION ) London, September 23. The Dutch Government is spending £1,000,000 in strengthening the defences of the country. The Italian Government intends to spend £1,000,000 upon the substitution of smokeless for ordinary powder, and in strengthening its artillery. The roof of a school in Naples collapsed and 20 children wore killed. The majority, however, escaped unhurt. Addressing a meeting in Dublin, Mr John Redmond vehemently demanded the release of those imprisoned in connection with dynamite outrages, on the grounds that the outrages were the result of pure and high motives. An exhibition of colonial food products has been opened at Manchester, the intention being to illustrate the facilities now afforded by the Ship Canal for direct shipment. There has been a large attendance, and much interest is shown in the exhibits. It is reported that a party of British and American naval officers quarrelled and came to blows in a hotel at Honolulu, with tbe result that those engaged were confined in their respective ships until the latter had left there. Berlin, Sept. 24. The Journal des Debats asserts thai the French in Madagascar are constantly robbed and prosecuted The Malagasy are importing large quantities of modern weapons and explosives from England. The Kaiser, replying to a Polish address, said he could not approve tbe conduct of a section of the Poles. He warned them that he would view with favoni only those who completely regarded them' selves as Germans. Rome, September 20. Owing to friendly advances of late between Germany and France, the King of Italy is uneasy, fearing that his influence may be displaced and the Triple Alliance injured. He has recalled from the Embassy at Paris Count Ressman, who has been prominent in efforts tc reconcile the two enemies, and transfers Count Lornielli from London to Berlin
