FRANCE AND MADAGASCAR. [PEB PBKBB ASSOCIATION.! London, September 13. The New Zealand and Australian Land Company declare a dividend of 6 per cent, for the year, and carry £5000 to the Reserve Fund. The manifesto of the Due D'Orleans is colorless. He hopes with God's help to accomplish his mission of restoring the French monarchy. Comte D'HanshoQvillo has retired from the position as his political manager. The Comte de Paris' heart is to be placed in an urn and sent to France. A fire is raging in Bermondsey, and three warehouses have been gutted. The Associated Chambers of Commerce have carried a resolution urging the Government to support the British Pacific cable and the Canadian-Aus-tralian steamship line. The Northern Investment Company of New Zealand declare a dividend of 6 per cent, and added £3000 to the reserve fund. New South Wales is floating a loan of £832,000 at 3 J with a minimum of 100. Tenders are to be opened on September 20th. The success of the issue is certain as it is already quoted at a quarter per cent, premium. Shaw Savill Company hwe declared an interim dividend of five per cent. There are indications that France intends establishing an arsenal for a fleet in Madagascar. The Scotch coal owners have offered to agree to arbitration on condition that the miners return to work immediately at the old wages. Sir Saul Samuel protested against the live cattle imported by the Maori King being killed at once, but without success. The Scotch miners have agreed to resume work at the old rates. The damage by the Bermondsey fire was £80,000. At the Bank of England meeting, Governor Powell reported that the Baring liability had been reduced by- a million and seventy-five thousand pounds since February. Paris, September 14. French newspapers regard Madagascar as France's future Australia. Vienna, September 13. Twenty-one pupil teachers have been been arrested in Galincia on a charge of being concerned in a conspiracy against the Emperor. Madrid, Sept. 13. The Duke of San Carlos has committed suicide. The cause is attributed to distress at his inability to attain moral perfection. Washington, Sep. 13. No less than twenty murderers are awaiting trial in Chicago, besides two under sentence of death.
