Extreme Proposals.

(PEB PBESS ASSOCIATION). London, September 7. The Trades Congress has carried a Socialist programme demanding that land and the whole means of production, distribution, and exchange shall be nationalised. A resolution was also passed in favor of imposing a penalty on employers who import laborers during the strikes. The Trades Union Congress carried a resolution by a majority of seventy calling on the Government to prohibit the landing of destitute aliens in the I United Kingdom. Sir H. Wrixon, at- ! tended a sitting of the Congres. He goes to America next month to enquire into the social questions there, and, whilo in Canada will discnss the clause of colonial federation, and in December will address the Colonial Institute in Ottawa in support of federation.
