PARLIAMENT PROROGUED. (PEB PRESS ASSOCIATION.} London, August 26 In tbe Queen's speech proroguing Parliament on Saturday, reference was made to relations, and that they are of a peaceful nature, but at the same time regretting that questions between France and Great Britain with reference to affairs in Africa are not yet settled. Negotiations, it is said, are proceeding for the settlement of the difference. With reference to the question of the Franco- Siamese treaty it is believed that a speedy and successful arrangement will shortly be made.
