The German Asiatic Bank in Berlin is floating a Chinese million loan at 5 per cent. Shanghai, August 18. The Court of Inquiry at Shanghai finds that the Kow Shung was sunk by a warship, but no opinion was expressed. Lord Kimberley has seized a tor* pedo catcher, being built at Elswick for tbe Chinese Government, and has signed a warrant detaining her. No engagements have taken place between the Chinese and Japanese fleets, as both sides are playing a game of " hide and seek." At the request of Admiral Freemantle, of the British fleet, Japaa has agreed not to renew the stack on Waibaiwai or bombard Chefoo without 48 hours' notice being given. Japan has authorised a loan of fifty million dollars. The Governor of Formosa has offered a reward of £1500 for the sinking of Japanese warships.
