£•1,500,000 TO BE RAISED ANNUALLY. The Colonial Treasurer, in his Financial Statement last night, in dealing with the above subject, said : — " Legislation will be proposed authorising the raising in London of a sum not exceeding £1,500,000 per annum, to be advanced to settlers in the Colony on freehold security, and it is proposed that 3| per cent, inscribed stock be issued from time to time to provide the requisite amount. A Lending Board will be proposed to be set up, and, as land values have reached their minimum, with a proper system of valuation it will be quite safe to advance up to two-thirds of the value of the security. A margin of lh per cent, will more than cover the ordinary expenses, and will provide an in* surance fund.
