Senator Hill declares the President's letter has removed every chance of the new tariff becoming law. The Senate are much incensed at tbe President's dictation re the tariff, and it is feared that a deadlock will ensue. London, July 21. The Daily Telegraph's New York correspondent wires tlmt it is expected Congress will revert to tlie McKinley Tariff. The Democratic Senators favour such a course. The correspondent trusts that the tariff will not be sanctioned unless the duties on I coal and iron remain.
