[PKB PBEBB ASSOCIATION. } Wklltkoton, July 18. The House met at 2.30. A question asked by Mr Massey, with reference to articles on " How to Keep the Unemployed " and " A Successful Socialistic Colony in Peru," in the May number of the Journal of Labor, provoked a discussion which lasted the greater part of the afternoon, and in which a large number of the members took part. Mr Reeves defended the articles in question and expressed the opinion that Labor Journal was quite within its province in attempting to solve labor problems. It was contended on the other band that the publication of such articles in an official journal was not justified, and exception was taken to some of th« doctrines they enunciated. In reply to Mr Pirani, the Minister of Justice said rule 53 of the practice and procedure of the Magistrate's Courts was under consideration, but Government had yet to be convinced that it was unjust. I Mr Ward gave notice to introduce the Bank of New Zealand Share Guarantee Act, 1894, Amendment Bill and the Bank Shares Transfer Bill. He said both measures were of an administrative character and were necessary. The Prescription Law (Light) Amendment Bill, the Lunatics' Act Amendment Bill, and the Taonui Branch Railway Bill passed the final stages. The Auctioneers' Act Amendment Bill was slightly altered in Committee. The rest of the sitting was spent in considering the amendment of the Standing Orders. The closure proposal was rejected by 40 to 21, and it was decided to limit speeches in debate in the House (except iv certain cases) to half an hour for each member, and also to limit the speeches in Committee. Progress was reported, and the House rose at 2.45 a.m.
