HOUSE OF REPRESENTATIVES.
The House met at 2.30. A discussion again arose over clause 21 of the Alcoholic Liquors Act. Sir | Robert Stout accusing the Government of framing the clause with the object of validating the Sydenham Licenses — a statement to which the Premier gave a most emphatic denial. The remainder of the afternoon was occupied in answering questions and discussing Bills. The House resumed at 7.30. The debate on the second readiug of the New Zealand Institute of Journalists Bill was adjourned by 30 to HO, jn the ground that members had not had sufficient time to study its visiongISir Robert Stout's Gaming Bill was considered in committee. The pro povsal to inflict imprisonment without the option of a 6nn for dealing in totalisator tickets with infants was lost ! by 44 to 16. Mr W. Hutchison tested the feeling of the House with regard to the abolition of the totalizator, but the machine was retained (>y 32 to 24. The clause providing for the limitation of the use of the totalisaior was discussed for several hours Eventually it wan agrood there should be only issued two tbiida of the tutalisatur licenses issued in 1893, but that this section shall not come into force till after 31st July, 1H95. The Bill was reported with amendment. The House rustt at 1.30 a m.
