With regard to the decision of the Government regarding Uganda, the Prime Minister preferred to construct a telegraph lino instead of building a railway to Uganda. He said ho was in favor of proceeding warily, and was convinced that the strengthening qf the Navy was more important than a hundred Ugaudas.
