A very important point in connection with the new Licensing Regulations has arisen. It appears that an application fora publican's license in the Lyttelton district has just failed because Mr Beetham, S.M., declined to sign the certificate that the applicant was " a fit and proper person to become possessed of a publichouse lisense." This restriction places arbitrary power in the hands of the Stipendiary Magistrate, which may be exercised for good or evil, and practically limits the power of the Licensing Committee.
