Replying to a deputation of mine ownI ers respecting the Labour Disputes Bill, Lord Roseberry said the Government were not united on the measure, which provided for arbitration and Conciliation Boards, aud he was unable, therefore to make it a Government question. April 25. The resolution proposed iv the Budget to establish graduated succession duties waa agreed to. Lord HerschelTs Land Transfer Bill was read a second time in the House of Lords. The mover claimed the Australian system of registration had worked admirably.
