This Day Tlie Premier, the Jlon Mr Carroll, and partj' arrived here late on Wednesday night, after a rough journey from Wairoa yesterday afternoon. Mr Seddon met several deputations. To the Cook County Council he said the collection of rates from Maories is so difficult he feared the Act would become a dead letter. It was suggested a few of the leading nativefe in the block should pay for other owners. The Premier would not countenanse this, and stated it would not be fair for Europeans to have to pay for other Europeans, and it would be equally unfair with Maories. The Council also urged the natives should pay equal rates to Europeans. The Premier said there was a great deal in the contention , but as a matter of policy only half rates had been imposed, and full rates would no doubt come. It was also suggested to simplify the collection of rates from the Maories, one local body in the County to collect for the others, but the Premier said though the centralisation of local bodies was desirable it was difficult to get people to agree to it. As the requests. for grants for roads Mr Seddon said he realised this district had not had a fair share of expenditure and promised it should not be forgotten in the making of grants. The Hon Mr Seddon told a deputation of the Borough Council plans for a new Supreme Court building to cost 11800 were ready and the work would be commenced in a fortnight. A Harbor Board deputation pointed out it was entirely without their knowledge or sanction an Act had been passed vesting the balance of the Harbor Board load unexpended, 110,000, in the Public Trustee who was paying them only 4^ per cent interest whilst they had to pay the English bond holders 5 per cent. The Board was therefore a loser in interest on i'l,ooo a year. The Premier said he would probe the grievance regarding the Public Trustee, and would do all he could to help the Board.
