The New Rating Act.

This act cam* into force on the 2nd instant. It throws the responsibilites of local ratine on the Counties and local Eoad Boards relieving the Commissioner of Taxes from the duty of making assessments. On local roll?, County rates are to be tho standard upon which rolls for local road boards may be compiled. The assessments may be upon annual rentals or capital ralae. Rates twelve months in arrears will be subject to ten per cent intercut. It is declared that all lands held by individual title shall be liable to rate*, bet in case of land held by individual Maoris it cannot be sold for default of payment of rates without the consent of the Trust Commissioner. Educational buildings and lands appropriated to the public use are exempted.
