The value of this guarantee is in tho Guarantee of the Colony against loea from investments in bad or Insufficient securities, and agninst loss from delay in invosttnout, and for tho regular and punctual payment of the interest, free of all charges of the Publid Trust Office. In the appointment of Trustees there must always be SerlOUS concern as to the security of the capital funds; and the larger the capital funds tho greator must be the concern for Bocurity, and the less for a high rate of interest, Tbo Public Trustee cannot die, cannot leave the colony, cannot become) disqualified, or involved in private difficultio*; and cannot be distrusted.
