President I'eixoto has receiyed the decree s euabl ns tho execution of rebels without trial, also of any foreigners guilty of assisting them. The prisons are full of suspects, and it is expected that the greater number will be shot. Many of the European Governments have commuuicated with the President urging clemency Admiral de Mello has been proclaimed head of tho rebels, a d the Government offer £10,000 for his capture An important party in tho capital are opposing foreigners, and üßing threateniug language, mainly to the Knglish.
