Tho Colony Guarantees also, on the capital funds arising for investment out of th« properties placed in the Public Trust Office, • common rate of interest, to be paid quarterly, Free of all charges of the Public Trust Office. The value of thia guarantee is in the Guarantee of the Colony against loss from investments in bad or insufficient securities, and against loss from delay in investment, and for tho regular and punctual payment of the interest, free of all charges of tna Public Trust Office. In tbe appointment of Trustees there must alwayß be SeriOUS concern as to the security of the capital funds; and the larger the capital funds tho preator must be the concern for socurity, and tho loss for a high rate of interest.
