Lord Rosebery and Home Rule.
ANOTHER IMPORTANT SPEECH. (FKB PRESS ASSOCIATION.! London, March 18. Lord Roseber.y had a most o ithusias ie reception at Edinburgh where he delivered an address last night. He complained that his speech on Home Bute in the House of Lords had been misrepresented. All he meant to say was that if tlie Liberals were to carry Home Rnle thfy must first carry conviction to the heart of England, which was really a truism, and he adhered to it. The Go vernment proposed to reduce the majority in England against Home Rule. He be lieved a majority of, say, one hundred, in the United Kingdom would convince the men in the House of Lords whose 6trengtij at present lay in a solid majoritj of English votes behind it. He denounced the Lords as a packed court of appeal, against tho Liberal party. He approached the Irish question as an Imperial one which concerned other populations as much as Ireland. When Scotland expressed a distinct desire for Home Rule he was ready to lead the movement. He con» eluded by expressing the opinion that the maintenance of the supremacy of the British Navy was the greatest guaranteo of peace in Europe.
