The Vancouver Cable.
Tht> Postal Conference has achieved a magnificent result. It has secured the Vauconver Pacific Cablo. Victoria, New Soutli Wales, Queensland and New Zealand have, through their representatives, pledged themselves to a guarantee of four per cent on a capital of £1,800,000. Phe Parliaments of these four colouies, we feel certain, will, without hesitation, endorse this patriotic far-seeing couclusion. The advantages offered are first, au ocean cable entirely in British i hands, under British control, sheltered by British power; cementing Imperial unity ; and secondly, the lowest cable tariff rate on record. The press which educates the world in the contemporary history of the world, by the collection of facts is, we observe, extremely well treated by the proposed arrangement. Business men, uioreovor, have every veasou to be thoroughly satisfied. The guarantee will be in the beginning a real soljd thing for all the treasuries uoucerned. But it will not be a big thing, and it will bo reduced by the gradually increasing business to a vanishing quantity. This is almost tho history of tho lastguarantee, and is sure to be quite the history of the one just promised, . subject to Parliamentary sanction. — T>»icrif
