Feilding Borough Council.
The ordinary monthly meeting of the above was held last evening. Present - Councillors Fowles, Gould, Sandilands, Lethbridge, Worsfold, and Chamberlain. In the absence of the Mayor — who wrote apologising for his absence, as he had been called away to Christchurch — Mr Sandilands was voted to the chair. Mr Chas. Bray, junr., having read and signed the usual declaration, took his seat at the Council table. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE. From A G. Carty, secretary of the Wesleyan Sunday School, requesting the Council to grant leave to the officers and teachers of the Wesleyan Sunday School to hold their annual picnic on the Oval on the 14th March next. From S. Andrew, secretary of the Feilding Temperance Demonstration Committee, requesting the use of the Recreation ground on Easter Monday. From Mrs Isabella Bartholomew, requesting the Council to place a culvert in drain opposite her new house, which is being erected on section 730, Kimbolton road, and stating that she would find the timber if Council would carry out the work. From Mrs Annie Barker and Mr Fiddler, stating that they intend to live on their sections in Sherwill street, and asking the Council to metal same as far as it is formed. From Colonial Treasurer, forwarding statement showing amount received by the Council as advances on account of loan under " Government Loans to Local Bodies Act, 1886," together with interest at four per cent. From Deputy Commissioner of taxes, stating that voucher for payment of £111 1s 4d advance subsidy due to the Council for the year 1893-4 had been forwarded. From James Wilson, applying for permission to erect a lean to-shed on his premises in Kimbolton road. From C. J. A. Haselden, Underecretary, transmitting for the information of the Council a copy of a warrant under the hand of the Governor, appointing Local Bodies to have authority within Licensing Districts. From Secretary Palmerston North Hospital and Charitable Aid Board, forwarding cheque for £45 19s 6d in payment of claim for charitable aid expenditure. From Mrs B. Gosling, stating that she was about to build an addition to her house in Manchester Square, and as it was proposed to build it in such a way that it might be removed intact, she asked to be allowed to dispense with the brick nogging as there was no likelihood of any building being erected near it for some years, and if there should be she was willing to put up a brick partition. From S. Andrews, asking to be allowed to make a footpath from the road to his dwelling on Kimbolton road. REPORTS. The Inspector of Nuisances reported that he had visited and inspected the Makino Butter Factory several times during the past month, and had found no nuisance on the premises. Several minor nuisances in the town were reported. The Clerk of Works reported as follows : — Warwick street bridge. — As the present is a favorable time for bridge works, I recommend that the approaches to this bridge be repaired at once. Owing to the scour that has taken place it will be necessary to drive new and stronger piles for the approaches, and to excavate as low as possible for the street planking. I estimate the cost at £50. Kiwitea bridge. — This bridge is now in such a condition that it requires frequent repairs. Some of the st ingers, especially those put in some seven or eight years ago when the bridge was damaged by flood, are becoming very faulty. It is doubtful if the bridge can be made to stand safe for ordinary traffic for more than three years at the longest. — About ten chains of formation have recently been completed in West street, and six chains in Weld street, also an approach to the Oroua river bed in Poole street. The Public Works Committee reported as follows : — Your committee beg to report that they have inspected the culvert in Pharazyn street complained of by Mrs Sandilands as flooding her land, and have given instructions to the Clerk of Works to take the levels in the vicinity with a view of diverting the water along the street by an open drain, if levels will admit of it being done. — With reference to Mr Fairfield Thompson's application that Arnott street be formed and metalled, the committee recommend that tenders be at once called for clearing the street for its full width of stumps, logs, etc., for a distance of 33 chains. The report of the Finance Committee, recommending the payment of accounts to the amount of £71 7s 3d was read and adopted. RESOLUTIONS. Resolved, That Mrs Bartholomew's request as to culvert in front of her property be granted. Resolved, That the Wesleyan Teachers and the Temperance Demonstration Committee be allowed the use of the Recreation ground on the 14th March and Easter Monday respectively. Resolved, That the report of the Inspector of Nuisances be received. Resolved, That the request of Mrs Barker and Mr Fiddler re metalling 9 chains of Sherwill street be referred to the Public Works Committee, they to report at next meeting of the Council. Resolved, That clause 10 of the Building Bye-Laws be suspended in Mrs Gosling's case as requested, during the pleasure of the Council, Resolved, That tenders be called for clearing the stumps off Arnott street for a distance of 33 chains, tenders to be in by 4 p.m. on day the 15th inst., and to be opened and dealt with by the Public Works Committee. Resolved, That clause 10 of the Building Bye-Law be suspended in Mr Wilson's case during the pleasure of the Council. Resolved, That Mr Andrew's request be granted subject to the approval of the Clerk of Works, Crs Gould and Chamberlain, who had been appointed a committee to
interview Mrs Chapman re charitable aid, recommended that the aid be extended for one month longer. A discussion took place as to the best mode of repairing the approaches to the Warwick street bridge. The Clerk of Works pointed out the difficulties to be contended with, and an idea as to the amount of excavation which would have to be done. Cr. Bray thought that wire crates would serve the purpose. They were used in the Rangitikei river, and proved beneficial. He explained how they should be made, placed in position, etc. It was resolved, on the motion of Cr Sandilands, seconded by Cr Lethbridge, That the name of Cr Bray be added to the Public Works Committee, and that such committee be requested to inspect the Warwick street bridge and report on same to a special meeting of the Council to be held on the 15th inst. at 4 p.m. The Council then adjourned.
