The colouy guarantees the fidelity of the administration, and CuarantOOS aISO j the Integrity of the Capital Funds '■ invested at tho option of tho Public Trußto«. The Colony Guarantees also, on th« capital funds arising for investment out of th« properties placed in tho Public Trust Office, ft common rate of interest, to be paid quarterly, Free of ail charges of the Public Trust Office. The value of this guarantee is in the Cuarantee of the Colony against low from investments in bad or Insufficient securities, and against loss from delay in investment, and for the regular and punctual payment of tho interest, free of all charges of th« Public Trust Office. In tbo appointment of Trustees thero must always be SOrIOUS concern as to the security of the Capital funds ; and the larger tho capital funds tho greater must be the concern for security, and tho less for a high rate of interest. The Public Trustee cannot die, cannot leavo tho colony, cannot become disqualified, or involved in private difllcultwf ; aud cannot be distrusted.
