London, Februarj 11, A majority of the Tory press expect that a dissolution will be the only alternative to accepting the amendments made by the House of Lords in the Parish Councils Bill and the Employers' Liability Bill. The Standard suggests that the amendments should be referred to a conference of representatives from the two Houses. Mr Gladstone has summoned a Cabinet meeting for Monday. Speaking ot the present attitude of the House of Lords regarding Liberal legislation, Mr Bryce says it will be necessary to decide whether they shall longer tolerate that House as an institution of Tory tools.
