Kiwitea Road Board.

The ordinary monthly meeting was held in the Board's office Feilding. Present — Messrs Williamson (chairman), Reid, Homer, Jones, Taylor, Morton and Powell. The minutes of the previous meeting were read and confirmed. Correspondence was read and dealt with as follows : — From A. N. Mackay, Engineer ltangitikei County Council, enclosing tracing and estimates of proposed I bridge over the Rangitikei river at j Vinegar Hill. From Jas. Palmer, asking the Board to do something totheTapuae road and offering to do 46 chains for £8. From H. Pollen, Wellington, telegram dated January 11th, re Kiwitea County proclamation. From W. J. Viles, asking the Board to form portion of Haynes road. From R. Barrow, applying to have his name placed on the rate roll for section 222, Kiwitea. From J. P. Aldridge, chairman of a meeting held at Ohingaiti on the 11th inst , enclosing the following resolution : — " That the local bodies be asked to er.ect a bridge at Otara, and apply to the Government for the subsidy of £2500 and that petitions be got up from the ratepayers on both sides of the river praying that this be done." From B. Marsh, Birmingham, applying for lease of gravel reserve next to Mr Haggerty's property. From W. C. Cunningham notifying the Board that he had completed bushfelling on road line. From J. H. Baker, Assistant Surveyor-General, re re-survey of Waituna road. From S. C Hartley, notifying that he had disposed of his interest in section 5, Block XIV, Ongo, to T. H. Bredin. From A. Munro, asking the name of J. H. Hankins to be substituted for his for sections 49 and 50, Block, XII, Apiti. From Secretary Pohangina Road Board, re loans and interest due by his Board. — The Secretary said that he had replied saying that the Government would not transfer part of the loans referred to, but held the Kiwitea Road Board responsible, and, also, that the Board would agree to take one year and one-third of a year's interest. From Lands and Survey Departno ent, Wellington, informing the Board that the sum of £400 Las been granted for work in the Pakihikura Village Reserve. From J. D. McGregor, re account for monies advanced to the Board by him. From J. R. Anderson, on behalf of Mrs Hastie, asking for payment of money due for bushfelling on road line. From G. Martin, notifying the Board that he had completed bushfelling on road line. From W. Watson, re work on Gorge road. From Hair Bros,, asking to have their names put on rate roll for section 14, Block IX, Apiti, in place of E. N. Calthrop, and from the latter agreeing to the alteration. From J. L. Schmidt and D. I. Tucker, re change of name on rate roll from former to latter for section 18, Block XII, Apiti. From Under-Secretary for Public Works, notifying that letter re proposed bridge over Kiwitea stream [on Cheltenham Cross road had been referred to Lands and Survey Department. From J. W. Marshall, re proposed bridge at Vinegar Hill, and stating that after two months from date of notice application could be made to the Governor for power to proceed with the work. Also, stating that it was understood by the Bangitikei County Council that one half of the cost of the work will be borne by the Kiwitea Road Board. Also, enclosing following resolution passed by the Rangitikei County Council on 21st December. 1893:— "That notice be be given to the Kiwitea Road Board, under section 15 .of 'The Public Works Act Amendment Act, 1889,' that this Council intends to proceed with the erection of a bridge over the Bangitikei river at Vinegar Hill ; and that the Kiwitea Road Board be called upon to contribute one-half of the net cost of constructing the said bridge, and the road connecting it with the main county road, less any sum received as subsidy towards the carrying out of the works from the Government." Also, letter received from the Surveyor-General, suggesting that a bridge of five eighty-feet spans on cylinders four feet in diameter would be somewhat cheaper. From J. Barrow, asking the Board to place his name on the rate roll for part section 223, Kiwitea. From J. W. Hogg, asking permission to fell road line. A petition was received, signed by seventeen ratapayerg interested, piotestiug against the proposed bridle track through the property of Messrs Levett and Buchanan, and asking that the work be deferred till after the election of members to the new council. Messrs W. Mitchell, Kilgour, and Hayne's, waited on the Board in support of the petition. They did not object to claiming a road and ultimately making it through Messrs Buchanan and Levett's, but wished to impress the urgent necessity of making Hayne's road, which work should have precedence over the track through Messrs Buchanan and Levett's, and there was not money foa both. The Chairman said that Hayne's road was half in the Makino ward, which was not in funds, He thought the best thing to do was to raise a loan to complete all necessary works in the old part of the district. — After discussing the "matter, this deputation withdrew. Messrs A. Perry*., W. Mcßeth, and Benseman, presented a petition, signed by a number [of ratepayers in various parts of the district, asking the Board to make a track on the surveyed road through Buchanan and IJevett*B~niu«_ Mr Perry having pointed out the necessity for making the track the deputation withdrew, Messrs Marshall, E\vei», McGregor, and T. E" Bennett waited on the Board to present a petition praying for the erection of a bridge over the liangitikei and Otara, signed by fiftyfive settlers interested. The petition stated that .£1250, which was now available, had been placed in the estimates, and a further sum of ,£1250 had been promised by the Government, — The Chairman informed the depute-

tion that the matter would be considered, and they withdrew. ■^Messrs Phyn and Hall waited on the Board, asking them to repair the bridge over the Kiwitea stream near Mr Oldershaw's property, on Mackay's line.— The chairman informed them the matter would be considered later in the day, and the deputation withdrew. Proposed by Mr Reid, seconded by Mr Jones, That this Board agrees to the proposal to erect a bridge at Vinegar hill, also road leading to same, and to have share of cost of same in terms of the notice from Rangitikei County Council, dated December 22, 1893, aud prefer the two 120-feet spans on cylinders to the 80-feet spans. — Carried. Proposed by Mr Taylor, seconded by Mr Homer, That the road as surveyed by the Governor's warrant through Mayfield property be made into a bridle track, tenders not to exceed the amount in hand to the credit of the Oroua ward, to be called and opened by the mover and chairman and the engineer, and that the Board take s'eps to purchase the balance of the land required as surveyed by the Government. — Negatived. Proposed by Mr Homer, seconded by Mr Jones, That permission be given to Mr J. T. W. Hogg to fell bush on the Kiwitea Cross road on the Board's usual terms. — Carried Proposed by Mr Reid, seconded by Mr Homer, That this Board are willing to erect a bridge across the Raugitikei river at Otara providing the Rangitikei County Council are willing to share half the cost less subsidy from Government of £2500 towsird the same— Carried. Proposed by Mr Williamson, seconded by Mr Homer, That the Engineer be instructed to make an estimate for the repairs of the Upper Kiwitea bridge to make it fit for dairy traffic — Carried, Proposed by Mr Read, seconded by Mr Morton, That tenders be called for stumping and clearing road through the Pakihikura village reserve, cost of same not to exceed £400— Carried. Proposed by Mr Homer, seconded by Mr Morton, That permission be given to Mr Robt. Marsh to lease the gravel reserve on the Kimbolton road opposite Mcßeth's line on the Boards usual terms. — Carried. Proposed by Mr Homer, seconded by Mr Jones, That the following alterations be made on the rate roll, viz.— J- H. Hankius in place of A. Mtmro for sections 49 aud 50, Block XIII, Apiti : William Hair, J. McKenzie Hair and Alexander Hair in place of E. N. E. Calthrope for section 14, Block IX, Apiti ; T. H. Bredin in place of S. C. Hartley for section 5, Block XIV, Ongo ; D. S. Tucker in place of J. L. Schmidt for section 220 in place of J. and 11. Barrow: W. H. King for section 17. Block VIII, Ongo, being original purchaser and never having been placed on the roll— Carried. Resolved, That the various loan proposals in the Apiti ward be advertised. and the necessary steps be arranged for the taking of the poll. Proposed by Mr Taylor, seconded by Mr Jones, That steps be taken at once to purchase the balance of land required to complete the road line through Maytield property. — Carried. Resolved. That J. A. McDonald's tender for work on the Kiwitea-Tapuae road be accepted. Resolved, That the schedule for the loans for the Apiti, Ongo, and Hautapu wards be advertised in the Advocate. Accounts amounting to .£'42B 19s 8d were passed for payment, and the Board adjourned.
