The Colony Guarantees also, ou the capital funds arising for investment out of the properties placed in the Public Trust Ofhee, * common rate of interest, to bo paid quarterly, Free of all charges of the Public Trust Office. Tho value of this Ruarnntoe is in the Guarantee of the Colony against loss from investments in bad 01 Insufficient securities, and against loss from delay in investment, and for the regular and punctual payment of tho intorest, free <>f all charges of th» Public Truat OQlce. In tho appointment of Trustees there must always bo SeriOUS concern as to th« security of the capital funds; and the larfier the capital funds tho greater must be the concern for Bi»-urity, and the less for a hi^h rate of m-tore-.it.
