(FEB PBKBB ASSOCIATION.) Melbourne, This Day. Major-General Tulloch, coinmaudant of the Victorian military forces, says the refusal of Mr Gladstone's Government to strengthen the British uavy is inimical to the interests of Australia, and, in the event of a war in the present position of the uavy it would be unable to protect the trade route of colonial commerce. In General Tulloch's opinion the federation of the defences of the colonies should be undertaken forthwith as he thinks that if attacked they could not help each other.
