The Colony Guarantees also, on the capital funds arising to* investment out of the properties placed in tho Public Trust Office, a common rato of interest, to bo paid quarterly, Free of all charges of the Public Trust Office. The value of this guarantee is in the Guarantee of the Colony against loss from investments in bad or Insufficient securities, aud against loss from dolay in investment, and for tho regular and punctual payment of tho interest, free of all charges of th» Public Trust Office. In the appointment ot Trustees there must always be serious concern as to the security of the capital funds; and the larger tho capital funds the groator must be tho concern for security, and tho loss for a hifih rato of interest.
