The Sydney Daily Telegraph commenting on the scheme of the New Zealand Government for advancing money to settJersJ says that "on paper " it may look all right and should be an excellent thing if the working producers can obtain money at the lowest possible rates of interest, and it can hardly be doubted that with the Government as financial agent and guarantor, this can be done. Nevertheless tbe scheme is surrounded with perils, and presents practically the same possibilities of maladministration as tbe Cediela system which resulted in wholesale disaster in the Argentine Republic. The article goes on to say that New Zealand has done excellent legislative work, and has prospered accordingly, but to venture on a scheme of this kind is attempting too much and perhaps some consciousness of this induced the late Mr Ballauce to withhold tho Bcheme from publicity.
