The value of this guarantee is In tho Cuarantee of the Colony against loss from investments in bad or lusulllciontsocuritios, and against loss from delay in investment, and for tlie regular and punctual payment of tho intorest, free of all charges oj the Public Trust Office. In the appointment of Trustees thero must always bo seriOUS concern as to the security of the capital funds; and the larger tho capital funds tho greater must be tho concern for socurity, and tho loss for a high rato of interest. Tho Public Trustee cannot dio, cannot leave tlie colony, cannot become disqualified, or involved iv privato difficulties ; aud cannot be distrusted.
