Tho colony guarantees the fidelity of tbe administration, and Guarantees also the Integrity of the Capital Funds invested at tbo option of tbe Public Trustee. The Colony Guarantees also, on the capital funds arising for investment out of the properties placed in tho l'ublic Trust Office, a common rate of interest, to bo paid quarterly, Free of all charges of the Public Trust Office. The value of this guarantee is in tbe Guarantee of the Colony against loss from investments in bad or Insufficient securities, and against loss from delay in investment, and for tbe regular and punctual naymoiit of tbo interest, free of all charges of the 'Public Trust Office. In tbe appointment of Trustees there must always bo serlOUS concern as to the security of the Capital funds • and the larger tbe capital funds the groator must be tho concern for security, and tho less for a high rate of interest. Tbo Public Trustee cannot die, cannot leave tbo colony, cannot become dis> qualified, or involved in private difficulties; and cannot be distrusted.
