To carry Lights. 12. The driver of every licensed cart which shall, during the hours after sunset of any day and before sunrise of the following day, be in any street or public place within the Borotigh, shall keep a light attached to, or suspended from the right or offside of such cart so as to be plainly visible in front and rear to the driver of any other vehicle. Not to carry Offensive Matter. 13. No person shall use or employ any licensed cart within the Borough in loading, removing, or depositing any nightsoil, offal, or other offensive matter or refuse. Drivers not to refuse Fares. 14. No driver of any licensed cart plying for hire or waiting on any public stand between the hours of sunrise and sunset, shall (unless then actually hired by some other person) refuse or neglect to carry a reasonable load, or to let out such cart for hire for any distance within the Borough or within a radius of three miles from the Borough Council . No driver shall feed any horse while on any stand otherwise than by means of a nosebag, or shall remove such horse's blinkers while being fed ; nor shall any driver permit any vicious horse attached to any cart, to be or remain 1 unmuzzled. Drive rs to fulfil A gree ments . 1 6. No driver of any licensed cart shall refuse to fulfil any agreement made or entered into by him for the carriage of any goods. Drivers to load and unload. 17. The driver of any licensed cart shall load and unload the same, and if he cannot do so without assistance, then with such reasonable assistance as the hirer shall provide. Obstructions. 18. No driver of any licensed cart shall obstruct any public or private street by loitering there, or driving furiously, nor be intoxicated when in charge of a licensed cart, or use towards any person any insulting language or gestures, or wilfully detain any property left in his cart, or leave his cart unattended. :' i ' r l Fetk : 19. The Council may refuse or revoke any license of any cart, or any renewed license in respect of any cart, if the person applying for or holding such license, or applying for the renewal thetebf, shall not, in the opinion of the Council, be a fit arid proper person to hold such license. Penalties. 21. Every person guilty of any breach of, or any offence under, this By-law shall be liable for such offence to such penalty not exceeding £$ as the magistrate inflicting the same shall in his discretion think fit. 22. All By-laws in existence on the above subjects are repealed from the day on which this By-law conies into force. 23. This By-law shall come into force on the first day of January, 1894.
