Ix a former issue we adversely criticised this moasuro when it applied only to Counties north of Auckland. Tho Bill has been altered to apply to the whole of the North Island, and the following is tho principal clause : — " In addition to their powers under section threo hundred and eleven of 'The Counties Act, 188G' (herein referred to as 'the said Act') the Counties of are hereb}' respectively authorised from time to time to make, alter, or repeal bye laws under the said Act to provide for the licensing of all vehicles drawn up -n or along any road within tho county, and to prevent unlicensed vohicles 1 using any of the said county roads, and for appointing the several sums to be paid to tho county fund for the licensing of vohicles as herein mon- , tioned ; which sums may bo appointed ' to vary in respect of different classes of vehicles, the number and species of animals used in drawing tho same, the weight of the load laden on such vehicles, tho width, of the tires of the wheels, or the number of passengers to be carried respectively. No vehicle shall be entitled to any exemption from being licensed as aforesaid by reason of carryiuy Her Majesty's mails, if any goods, merchuudisu, or passengers are conveyed in tho same vehicle ; but this provision shall not apply in respect of any vehicle used ' for the carriage of mails under any ' contruct entored into beforo the passing of this Act until the expiry of tho said contract."
