The resolution ended by declaring that the llouso ought to bo abolished. Lord Carrington wroto a letter approving tho views of the Federation. Mr Clough, M. IJ.,1 J ., for Portsmouth, urged that if the House wore not abolished it ought to bo reconstituted on an electoral basis.
