Advances to Settlers.
(per phess association). Wellington, September 13. A deputation consisting of nine M ll. lt's., waited upon the Premier, Colonial Treasurer, ami Minister of Lands to-night and urged that money should be advanced by Government to settlers under the perpetual lease system and lease in perpetuity on security of their improvements up to half tho value of these improvements. The Premier recognised that loans such as suggested would bo an advance from landlord to tenant. Tho security seemed good enough, and the only difficulty would be that of foreclosing and realising. The Minister for Lands said the time would come when holders of leases in perpetuity would have tho means to borrow on their improvements. His own opinion, however, was that tho present time was too soon for that. The Act had only boen nine mouths in force and the matter was one in v iiich great caro would have to bo exercise. I. Tho Premier w.t- nlso of opinion that tho time was approaching when the State should lend nt ii reasonable rate so as to promote settlement. Next year probably Government would bo in a position to consider the matter, but there was no chance ol doing nnj thing this session.
