THE CLOSURE ENFORCED. MR CHAMBERLAIN ON " THE STUMP." (per press association.) London, August 19. Mr Chamberlain's amendment to the I proposal to apply the closure to the report stage of the Home Rule Bill, was rejected by 201 ro 162. Tbe Premier's motion was oarried without a division. Mr Chamberlain said the action of the Government was unprecedented, and it was impossible to rely any longer on the sence of equity or honour of the majority, which was due to the votes of priests, moonlighters, and illiterates, whom the Parnell Commission convicted of conspiricy to destroy the Kingdom. Tho Premier replied that the motion was intended to securo liberty and efficiency of parliamentary discussion. In moving tbo application of the closure, tho Premier pointed out that the House had already spent 74 days upon the Home Rule Bill, which was more than double tho time any important Constitutional measure bad ever occupied. It was the duty of tbe Government to prevent the Conservative Party paralysing Parliament.
