Tuk antipathy in which the " Heathen Chinee " is held by even Members of Parliament is exemplified in " The Aliens Act, 1880, Amendment Act, 1893," introduced to the House by Mr Eugene O'Connor, the -famed Buller Lion. It is very brief, but very much to the point, and provides that no letters of naturalisation shall be issued to persons belonging to any race whose habits and mode of life are such as to prevent them from becoming desirable colonists, unless it is proved to the satisfaction of the Governor in Council that any such persons are likely to become suitable colcfhists, and the Governor may declare the races that come under this section of the Act. Section 4of the Act provides that no person but a British subject shall be the owner or occupier of any shop or place for the sale of wares or food, or for the manufacture of goods ; nor shall anyone but a British subject be or act as a hawker; and no license shall issue to any person to act as a hawker unless such person is a British subject (why not add " of the right color ?) Any person offending against this Act may be fined ten pounds for the first, twenty pounds for tiie second offence. It is just possible that the franier of this Act does not know that England's greatness aiwe from the absence of uselessly tyrannical laws such as those. That it may become a law in this colony is within the limits of probability.
