By tho Education Act Amendment Act, 1893, introduced by the lion Mr Beeves, it is provided that every child between the age of seven years aud the ugo of thirteen yoars must attend some public school at least six times v week, morning attendances and afternoon attendances boing separately couuted ; but this will not apply to any child whoso place of residence is more than two miles from the nearost public f-chool, the distance boing measured by the shortest road. Exemptions may bo obtained on the parent of any child satisfying the Board of the existence of any of the following grounds — namely, (1) that tho child is under efficient and regular instruction elsewhere ; (2) that tho child is unablo to attend school by reason of sickness, danger of infection, temporary or pormanout infirmity, or othor unavoidaole cause ; (3) That the road betweon the child's residonco and the school is not sufficiently passable ; (4) that one of the Inspectors or headmaster of any public school has, by writing under his hand, certified that the child has reached a standard of education prescribed by any regulations under tho principal Act as tho standard of exemption. Evory such certificate shall be in force for one year, or for any shorter period as may bo indicated in the certificate. If any child does not attend a public school, the parent of such child may be called upon to send it to school, and if the parent refuses or neglects to do co he may be summoned before any Resident Magistrate or two Justices of the Peace, who may order such parent to send such chili to a public school. Any parent neglecting to obey such order, or who, after obeying the order for a timo, ceases to obey it, shall be liable to a penalty not exceeding forty shillings, and tho payment of such penalty shall bo no bar to further proceedings in caso of further neglect. When any child has bueu enrolled on the register of a public school, and does not attend at least six times a week, the parent shall be liable to a penalty of two shillings for every week in which such child has attended less than six times. Any officer of the police, or person appointod by the Board as truant officer, may conduct prosecutions on behalf of tho Board under this Act. Every penalty recovered uuder this Act shall be paid to the Education Board of the district, and shall become part of the Board's funds.
