I VKR PKESS ASSOCIATION.) London, August 16. The election to fill the vacancy in the House of Commons, by the resignation of Mr Grenfell, M.P, for Hereford, took place to-day. Mr Cooke (Conservative) defeated Sir J. Pulley (Home Ruler) by 1504 to 1460. Mr Gladstone has refused to receive a deputation of unemployed. In the House of Commons to-day Mr F. H. Dalziell'a amendment, opposing the Irish Legislative Council, was rejected by a majority of 63. In the course of the discussion Mr Gladstone stated that a second Chamber was the universal practice in the civilised world, and acted as a check on the first Chamber. He asserted that it was essential to protect the loyal minority. Mr Balfonr declared that the Chamber as proposed was a ludicrous sham. The House of Commons accepted a new clause in the Home Rule Bill, proposed by Mr Morloy, Chief Secretary for Ireland, prohibiting the Irish Legislature authorising carrying or the using of arms for military purposes, or the formation of societies to practice the use of arms.
