A MEMORIAL AGaINST HOME RULE. [Pek Press Association.] London, August 12 ( The Unionist Party in the House of Commons regard unfavorably Mr Gladptouo's proposal for a joint conference to discuss the schedules of the Home Rule Bill aud redistribution of the Irish seats at Westminster, August 13. A memorial against Home Rule, signed by a hundred and three thousand Irish womon, was presented to the Queen.
