Althouoh the New Zealand Institute of Journalists' Bill has been shelved, owing to the action of those members of the House who are very truly characterised by the New Zealand Times as ignoraut as they are illiterate, yet it will be brought before the House again, when it will probably receive better treatment. All intelligent men will agree with the in* troducer of tho Bill, Sir Robert Stout, when he said of the measure that it marked the development in our social life. It was, in fact, a milestone on the road to progress, and anything that would raise tho profession of journalism must have a good effect on the colony. Tub Ashurst residents are determined to have their rising township proclaimed a Borough. They have not em yet consulted the Manchester Road Board on the subject, but we believe all other necessary steps have been taken by tho promoters, who have beeu for months past working silently and steadily to attain tho much desired end. Mn Bruce's Kiwitea County Bill was put through Committee in tho House yesterday, without ameudment, and passed its third reading. There was oo opposition in the Lower House, and there is every probability of it going through the Upper House, too, especially as the Bill is in the hands of a populur member, the Huu Mr McCullough, ono uf tho rocontly appointod Legislative Councillors.
