TARIFF WAR BETWEEN THE TWO NATIONS. A CRISIS IMPENDING. (PBS PBESB ASSOCIATION.) St. Petersburg, August 4. The tariff war between Russia and Germany is increasing in bitterness, and the tension has become so acute as to threaten a disturbance in their political relations. The Russian Government is sending envoys to Berlin to treat for a settlement upon a workable basis.
