The War with Siam
ENGLAND REFUSES TO RECOGNISE THE BLOCKADE. (PER PRESS ASSOCIATION.) London, July 31. The Daily News Bankok correspondent wires th&t it is reported that England refused to recognise the blockade of Siam ports, and warned France that she would be responsible if the blockade was enforced against British vessels. He also states that France thereon agreed to exempt British ships, permitting several to anchor outside the bar and cuter the riyer on Sundaj. The blockade still continue?, but the British gunboats persistently remain inside of its limits. The French troops have captured Kosichang. are expelling the Siamese, and boarded and scuttled a native steamer. The War Office has summoned Lord Roberts to London. Kngiand and Ger* many are acting unitedly. The Standard thinks that in face of the Siamese acceptance of the French ultimatum the blockade will be raised immediately. Sir K. Grey, Under-Secret nry for Colonial affairs, stated in the House that Frauce and England were parleying with regard to the Upper Mekong provinces, and were already gcnernllj of accord as to the principles to be ob.serred. He presumed the occupation of Vohsichnng was only temporary, and said the stoppaije of a British vessel was an error. Paiiis, July 31. The French press demand that th*Government should show extreme firm* ness towards England regarding the negotiations for the delimitation of the ceded territory. Washington, July 31. The American press agrees that EngInnd cannot nllow France to approach her Indian territory.
