(prn pbkss association.) Wellington, July 12. The Institute of Journalists' Bill was read a first time. The second rending of the Companies' Branch Registration Act Amendment Bill was agreed to on the voices. The Representation Act Amendment Bill was committed on the motion' of Mr Shrimaki, who feared ft schedule" which provided for women voting would insert the thin end of the wedge before the franchise was granted. Tho name of Ellen Smith was altered to Edwnrd Smith. The bill was reported with the amendments, and the third reading fixed for to-morrow. The Hon. Mr Buckley moved the second reading of the Payment of Members Act Amendment Bill. The Hon. Mr Scotland opposed the measure, which he designated as cold blooded. He failed to see why members elected to the House or called to the Council during the recess should receive payment for services they should not render till thoy took seats. The Hons Whitiuore, McLean and Stewart, generally supported the Bill as also did the Hon. Mr Oliver. The latter, however, objected to receive honorarium every month, thinking it should be paid yearly. The Hon. Mr Oliver also thought the deductions for non-attendance should be calculated on rate ns of 865 days in the year and not on sessional days for non-attendance. The Hon Sir Patrick Buckley, in replying, designated the Hon. Mr Scotland as a Legislative Council " Lifer" who had never spent a single penny in contesting an election. The second reading was agreed to on the voices. The Council at 8.30 p.m. adjourned till next day.
